Indicator 1A can be considered an umbrella indicator, as it measures the national legal framework that allows tenure rights to be secured, for men and women, and for diverse kinds of tenure.

Because 1A is an umbrella indicator, if all the Blocks are filled, it will also derive scores for LANDex indicators 3A (Block 3), 4A (Block 2) and 5A (Block 4). If you fulfill those blocks here, there is no need to fill them out again, as scores will be transferred automatically.
